Transcript VETERANS The nation must never forget its appreciation and obligation to those who have served in the armed forces. Because they bear the heaviest burdens of war, we owe special honor and compensation to disabled veterans and survivors of the war dead. We are firmly committed to maintaining and improving our Veterans Administration hospital system. Younger veterans, especially those who served in the Vietnam conflict, deserve education, job and housing loan benefits equivalent to those of World War II and the Korean conflict. Because of our deep and continuing concern for those still listed as Prisoners of War or Missing in Action in Vietnam, the Foreign Policy section of this Republican Platform calls for top priority actions. He was on several committees during his time in office, including the Select Committee on Narcotics Abuse and Control and the Science and Technology Committee. He was also the chairman of the Young Republicans of Florida. The first article discusses federal spending at John F. Kennedy Space Center (KSC) in Merritt Island, Florida. Rep. Frey states that workers at KSC and the Eastern Test Range were profiting from the upgrade of their wage schedules. According to the article, the Economic Adjustment Council, at Rep. Frey's urging, conducted an in-depth study of Brevard County and the adverse effects of federal spending cuts to the national space program. The second article continues by discussing the Brevard Growth Council, which was spawned as a result of the Economic Adjustment Council's study. The growth council focused on "attracting new industry and [o]n moving Brevard from a space-oriented economy to a self-sustaining and diversified economy." The council's actions included a study of the tourist industry in Brevard, a continuing feasibility study of Port Canaveral, and the restoration of the name "Canaveral" to the Cape. The establishment of a Veterans' Administration (VA) outpatient clinic in Orlando is the subject of the third article. Although Central Florida was the home of a large number of veterans, the region did not have a VA hospital and its other medical facilities were also largely outdated. Attempts to obtain approval to build a VA hospital in Central Florida were initially unsuccessful. Politicians like Rep. Frey attempted to pass legislation in order to establish such a hospital. An outpatient clinic was built in Orlando in the early 1970s as the issue of VA medical facilities became more prevalent due to these legislative efforts. The clinic both provided more sufficient medical care for the area's veterans and created new jobs for residents. Transcript Outpatient Clinic Our battle to obtain funding for a veterans hospital in the area also paid off to a certain extent in 1973 with the establishment of a Veterans Administration outpatient clinic in Orlando. The clinic, due to open in June, will employ about 40 persons and operate on an annual budget of $1 million with 20,000 patient visits projected for the first year alone. Our district, as well as the entire state, should also share in the benefits of our aquatic weed agreement signed during the fall of 1973.The agreement, an outgrowth of a meeting I called in late 1972, will allow local, state and federal governments to work together and coordinate efforts to combat weeds which choke our scenic rivers and lakes. My federal noxious weed act, an outgrowth of our aquatic weed agreement in Florida, passed the House of Representatives in 1973 and is now pending before the Senate. This bill bans the importation of weeds or plants which might prove harmful to man or his environment. Had this bill been law many years ago, we would not today be battling aquatic weeds in Florida and other states. Frey introduced legislation and testified before the House Veterans' Affairs Committee to "exclude [S]ocial [S]ecurity and other retirement benefits when determining the amount of pension due [to] a veteran." Other legislation that Rep. Frey and others wanted to replace them with more modern facilities in order to better serve the district's veteran population. The initial goal was to obtain a VA hospital for Brevard County, and Rep. Frey introduced legislation that would have this result. Although the legislation did not pass through Congress, the spotlight on the issue of veterans' medical care helped to encourage other advances. One example of this was Congress' funding of a new Navy hospital in Orlando, which was a much-needed replacement for the old facility. Transcript Updates: Continued from page 3 for the $10 social security raise; my veterans pension has now been cut $15.” It happens too often: social security goes up thereby increasing income, therefore veterans pensions are cut and you end up with less money than before. This just doesn’t make sense to give with one hand while taking with the other. To correct the problem I’ve introduced legislation and testified before the House Veterans Affairs Committee to exclude social security and other retirement benefits when determining the amount of pension due a veteran. The Committee has taken short-range action to correct the problem this year, but it has failed to take any positive action to deal with the situation on a long-range basis. In addition, I’ve joined with many of my colleagues in asking the House Ways and Means Committee to make a thorough study of the problem and come up with a solution to solve it once and for all. Let’s hope we make some progress. Some of the other legislation affecting veterans and seniors that I’ve been pushing for includes: A repeal of the earnings limitation for social security recipients. If my bill is passed, there would be no loss of earned benefits even if you earn more than $2,400 a year, the current limit. Equal treatment for widows and widowers, husbands and wives under social security. Times have changed and more and more women are now working. Under this proposal the 30 million plus working women would receive the same protection for their dependents as working men do now. The elimination of the 5-month waiting period for social security disability benefits. Under present law, a disabled individual cannot receive any benefits--retroactive or otherwise--for the first 5 months of his disability. Meanwhile he is unable to work, and this means that quite often, there’s no money coming in when it is needed the most. I think we can revise the system to prove true disability without having to force people to suffer through the 5-month waiting period. Pensions for World War I veterans and their widows, regardless of outside income. A married veteran or widow with dependents would receive $150 per month whereas a single veteran or widow without dependents would be entitled to $135 a month. Orlando Navy Hospital--Anyone who has ever been to the Orlando Navy Hospital knows first-hand how desperately a replacement is needed. The 56 separate, World War II type buildings are obsolete, there is no smooth patient flow, and adequate up-to-date facilities are sadly lacking. Long hours in inadequate and overcrowded waiting rooms are common. Patients’ medical needs, as well as the working requirements for the staff, have been too long ignored and neglected. Therefore, I’m especially pleased to report that the Congress has approved the first funds for the Navy to build a new hospital. $2.9 million has been included in this year’s budget for the project; the hospital proper is scheduled for construction in fiscal ‘77. After years of working on this project, it’s good to see it finally out of the reserve stage and onto the active list. Drug Pushers--The problem of drugs is still a tough one in this country. And, feeding the problem are the pushers--especially non-addict pushers who are underworld businessmen making a great deal of profit from the habits of others. I’ve just re-introduced my Drug Pushers Elimination Act which calls for these individuals and insurers they are tried quickly without being let out on bail. A recent survey revealed that in 422 cases, over three-fourths had bail set at less than $10,000; in 20% of these cases it cost the defendant nothing to obtain release. And--this is the tragic part--the non-addict pusher out on easy bail is back in business immediately, introducing more and more young people to drugs. We need tougher laws; we need them enforced. Title Introduction for Representative Lou Frey, Jr.'s American Legion Speech Description The introduction for Representative Louis Frey, Jr.'s (1934-2019) speech before the American Legion on June 30, 1973. Rep. Frey served in the U.S. House of Representatives from 1969 to 1979. He was on several committees during his time in office, including the Select Committee on Narcotics Abuse and Control and the Science and Technology Committee. He was also the chairman of the Young Republicans of Florida. During his political career, Rep. Frey tackled several veterans' issues. These issues included World War I veterans' compensation, veterans' education benefits, and pensions. Additionally, Rep. Frey focused his efforts on advancing Central Florida's medical facilities for veterans by introducing several bills into Congress during the 1970s that would have called for the creation of a Veterans' Administration hospital in Brevard County. The American Legion acknowledged these efforts on behalf of veterans during this event. Transcript Introduction to Am. Legion speech 6/30 Our honored guest this morning is no stranger to those of us who have been active in veterans affairs in Florida. He is a man who has worked very closely with our national officers in Washington and a man whose doors are always open to legionnaires visiting the nation's capitol. Our speaker is well aware of the more than one million veterans in the sunshine state and has, through legislation as well as personal contact, served our interests well. He has several veterans-related bills now before Congress and has proposed changes in the Florida state government which would result in more federal funding for veterans projects here. The hard work of our speaker in many other areas is also noted in Congress where other national leaders recognize his expertise in mobile home safety, drug rehabilitation and matters relating to energy. While devoting many long hours in solving national problems our speaker has never neglected his district, a fact well evidenced when voters returned him to a third term in Congress last fall without opposition. Frey was one of the people who worked to help the City of Orlando take over the McCoy Air Force Base for civilian use after the base's closure. As a growing tourist destination, Central Florida needed sufficient means for travelers to access the area. Frey served in the U.S. House of Representatives from 1969 to 1979. He was on several committees during his time in office, including the Select Committee on Narcotics Abuse and Control and the Science and Technology Committee. He was also the chairman of the Young Republicans of Florida. Frey worked with the President Richard M. Nixon's administration in order to encourage favorable conditions for the City of Orlando to gain this airport. When the airport later became an international port of entry, the tourism industry was even further benefited. Transcript The other thing was the airport. Most people don't know the story on that . I was called by the Secretary of Defense, who I think was Mel Laird, or maybe it was the Secretary of Air Force, and he said, "Lou I need your recommendation. I've got to close one of two bases in your area. I've to [sic] close McCoy or I've got to close Patrick." At the time, because of the shutdown of Apollo, we had about 25% unemployment at the Cape area, and he said, "I have to do one of the two. What's your recommendation?" I went and did some stuff and some soul searching, and I said, if we can get some things to develop, the only one that makes sense is McCoy because we can stand the impact in Orlando plus we go t a chance to build a real regional airport out of it. So they said they would help and do some things and together with, at that time I guess it was Gurney and Dick Stone and so forth, we really got that done, got the initial funding for the whole airport, and got it through. It's funny... I don't know if this is the gind of story that you want in... but I'd run, against Him Robinson and beat him. Years later when the big thing in the airport came, it was then 1982 or whenever they rededicated it; Jim was involved in it; I forget who the chairman was' and I wasn't even invited to it. But somehow or other somebody picked up and at least asked me to be in the audience, and Bill Nelson was up there, and so forth, and was given the credit for doing the whole thing, and Bill, bless his heart, said, "Hey wait a minute, I didn't have a thing to do with this. You know, I was just there after this whole thing was done, and the guy sitting in the audience did all of this -- Lou Frey." I must admit that I really thought that was really nice of him -- a really class act for Bill to do that. Title Florida From the House...To Your Home Newsletter, July 1976 Description One page from Florida From the House...To Your Home newsletter mailed to citizens of the 9th Congressional District of Florida, represented by Representative Louis Frey, Jr. (1934-2019), who served in the U.S. House of Representatives from 1969 to 1979. He was on several committees during his time in office, including the Select Committee on Narcotics Abuse and Control and the Science and Technology Committee. He was also the chairman of the Young Republicans of Florida. The first article announces that the commissary the McCoy Air Force Base Commissary in Orlando, Florida, had begun selling local produce to consumers. The second article discusses the approval of Phase Two funding for the Orlando Naval Hospital. Some of the Veterans' Administration (VA) medical facilities in Central Florida were old and outdated by the 1970s. Rep. Frey and others wanted to replace them with more modern facilities in order to better serve the district's veteran population. The initial goal was to obtain a VA hospital for Brevard County, and Rep. Frey introduced legislation that would have this result. Although the legislation didn't pass through Congress, the spotlight on the issue of veterans' medical care helped to encourage other advances. One example of this was Congress' funding of a new Navy hospital in Orlando, which was a much-needed replacement for the old facility. The third article argues the inevitability of international port-of-entry status for the Orlando Jetport. Due to increasing tourism to Central Florida, the Orlando Jetport, also known as the McCoy Air Force Base, would benefit from gaining the status as an international port of entry. This would allow international travelers to arrive directly to the area. Previously, they needed to arrive in other areas of Florida like Miami and then travel to Orlando, which impeded the increase in Central Florida's tourism. Rep. Frey was one of the people who worked to achieve this goal through methods like requesting that the U.S. Secretary of the Treasury give the matter special consideration. These efforts were successful and the jetport became an international port of entry in 1976. The fourth article is about a federal court's ruling regarding the McNamara-O'Hara Service Contract Act (SCA) of 1965. The SCA required that contractors and subcontractors pay service employees the prevailing wage—the wage rates and fringe benefits found in the prevailing locality—or the rates established by the previous contractor's collective bargaining agreement. The federal court judge ruled that the Service Contract Act "only protect[ed] blue collar workers from 'wage busting.'" According to the article, Congress introduced legislation to compensate for the ruling. The National Aeronautics and Space Administration (NASA) and the John F. Kennedy Space Center (KSC) in Merritt Island agreed to delay re-computation of their contracts until the court appeal was resolved. Rep. Frey asked the U.S. Air Force to do the same, on behalf of contract workers for Patrick Air Force Base (PAFB). The last article discusses the Solar Energy Research Institute (SERI) and the use of solar energy in Florida. Transcript McCoy Commissionary I'm delighted to report that consumers at the McCoy Commissionary in Orlando will now be able to purchase local produce. The Navy has agreed to permit Central Florida produce suppliers to bid on an item-by-item basis--provided they are competitive in price. Previously, produce vendors had to file a bid sheet for all 125 items on the procurement list and vendors in the District couldn’t compete with the big firms upstate. It’s good news when the taxpayer and the local business get a break. Navy Hospital Good news for military personnel and retirees in Central Florida! The Orlando Naval Hospital--one of our continuing projects--has been given the nod for its Phase Two funding. We received $2.978 million for some demolition and a new dental clinic. This years’ House appropriations bill contains $23.85 million for the all new facility. Our need in Orlando is critical. The 50-odd buildings connected by outdoor walkways built during WWII are antiquated and cannot begin to serve our many veterans and retirees in the area. Four years of hard work are beginning to pay off though, and the hospital will soon be a reality. Jetport International port-of-entry status for the Orlando Jetport is inevitable. Our population in Central Florida has increased dramatically in the last five years and experts project a 30 percent jump by 1980. the jetport will enplane almost a third of a million international passengers and five million pounds of export cargo by 1980. Local officials requested our help a few months ago. We contacted Bill Simon, Secretary of the Treasury, and urged him to give the Orlando application his immediate and personal attention. International status is a must and will be become a reality before fall. Service Contract Act A few months ago a federal court dealt workers at KSC and PAFB a severe blow. He ruled that the Service Contract Act, which formerly protected most workers connected with government contracts, would only protect blue collar workers from “wage busting.” 3,400 formerly protected local workers were affected and over 250,000 nation-wide. We immediately introduced legislation to protect these individuals and asked NASA and the Air Force to delay recomputation of their contacts until the matter was settled. Within two months, NASA responded by agreeing to wait until November for recomputation. We’ve asked the Air Force to do the same. And we understand the Justice Department will appeal the court’s decision. The appeal will take a long time and the results are uncertain. It seems our legislation is the only way to correct this inequality. SERI at our invitation, Joe Jenckes, special assistant to the President for legislative affairs, met with Brevard Community leaders at the Solar Energy Center, He said he had “never seen an area that is better for S.E.R.I”. The race is on competition is stiff. Arizona, California, Hawaii and a surprising number of New England states are the people to beat. Florida is still the pacesetter--the Governor has lent his support, the legislature has proved its intent by appropriating a million dollars and Lockheed Missiles and Space Company has agreed to manage our team. That’s about the way a “solar watcher” would have to sum up the Solar Energy Research Institute (SERI) preliminaries. The next trial will be in July when more than 30 groups will submit their bids to ERDA. Permanent site selection for the $4 to $6 million facility will not be made public until late November, with building scheduled to begin in January. Legislation which I co-sponsored, brings estate tax exemptions more into line with current property values enabling heirs to maintain family businesses and farms. While Congress clashed with the Executive over every major bill, some compromises did emerge. The public works jobs program, for example, was vetoed twice and rewritten three times. While less ambitious than the first version, the final legislation will provide 300,000 jobs. Congress also extended general revenue sharing, providing $25.6 billion in federal revenues through September 30, 1980. Other top-priority legislation completed by the Congress included: the end of the oil depletion allowance; the beginnings of adequate funding for development of alternate energy sources; a defense budget the military and Congress can live with; a seven percent increase in veterans pensions and a temporary increase in unemployment compensation taxes on employers. Welfare reform, revision of the food stamp program, catastrophic health insurance, clean air legislation and decontrol of natural gas prices remain top priorities for the 95th Congress. We’re looking forward to many new projects--and re-working some old ones during the coming year: legislation including professionals under the Service Contract Act; establishing a National Veterans Cemetery in Central or East Central Florida; removing permanently the time limitation for veterans to complete their education; doing away with the income earnings limitation on senior citizens eligible for social security; and protection for individuals purchasing condominiums. Jetport International port of entry status for the Orlando Jetport became a reality this Fall. OnOctober 20, the Secretary of Treasury signed the final orders make Orlando one of the two international entry points in Central Florida. The new status, a victory after years of hard work, will bring international passengers directly to Central Florida. From there the tourists will be able to see our attractions in Orlando and visit Brevard County to tour Cape Canaveral and stay on the coast. Projections by local officials show an estimated 5 million pounds of export cargo and a third of a million international passengers enplaning in Orlando by 1980. Initially, the customs office at McCoy Jetport will employ part 12 part time baggage/cargo inspectors in addition to a Port Director, an Inspector and an Inspectional Aide. The number of employment opportunities will increase as the work load at the customs office increases. Tampa, an international port of entry since 1913, now employs almost 40 full time customs officials. So, while the process was long and often frustrating, pushing for the international status was certainly worth it. Drugs Legislation we worked hard on during the 94th Congress resulted in my appointment to the Select Committee on Narcotics Abuse and Control. The focus of the Committee hearings held during the closing days of the session was the federal efforts to curb drug abuse by cutting drug traffic. We listened to and questioned every agency head who had any link with our drug enforcement effort. I wish I could say we discovered a cure all or a magic answer during those two weeks of hearings. We didn’t. What we did discover is that the federal effort, while it is well-intentioned, is not very effective. Every administrator pointed the finger elsewhere--not enough money, not enough manpower, not enough time, crowded court calendars, crowded detention facilities, crowded correction and rehabilitation centers. Meanwhile, drug abuse skyrockets. It was recently reported that most drug addicts must steal $11,000 a year to support their habits. Multiply that by 800,000 hard drug addicts in the United States and you have some idea of what drugs cost this country in one year. The statistics are frightening: 5,000 overdose deaths annually; 27 billion in drug related crime costs; and the number of hard drug addicts has doubled since 1973. Our drug bill calling for stiff mandatory sentences, no parole, no bond and speedy trials for those non-addict underworld businessmen who turn a profit on drugs almost became law a few years ago. We were almost successful this Congress. But next year, with a Committee specifically charged by the House to come up with tough drug legislation, we may see the light at the end of the tunnel. Hannah of the Brevard County Planning Department. As Brevard County, Florida, began to experience rapid growth, new studies were proposed in order to figure out how best to adjust to accommodate this growth. The growth of the county was partially due to the expanding tourism industry in Central Florida that was the result of the development of attractions like Walt Disney World. Hannah proposed to investigate the development of analysis techniques for utilization of remote sensing data in urban and regional planning. The investigation would include the east Central Florida region of Brevard County, Indian River County, Lake County, Orange County, Osceola County, and Seminoles County. Title U.S. House of Representatives Bill 3231: Veterans Administration Hospital in Brevard County Description A draft of a bill proposal that would call for a U.S. Department of Veterans Affairs (VA) hospital to be built in Brevard County, Florida. Central Florida didn't have its own VA hospital, so veterans had to travel to other parts of the state in order to receive medical care. Representative Lou Frey, Jr. (1934-2019), who represented the district that included Brevard, often worked to advocate for veterans issues and was the congressman who introduced the bill. Title U.S. House of Representatives Bill 13771: Veterans Administration Hospital for Brevard County Description A draft of a bill proposal that would call for a U.S. Department of Veterans Affairs (VA) hospital to be built in Brevard County, Florida. At the time that the legislation was being drafted, Central Florida did not have its own VA hospital. Veterans had to travel to other parts of the state in order to receive hospital care from the Veterans Administration. Representative Louis Frey, Jr. (1934-2019), who represented the district that included Brevard, worked to advocate for veterans issues and was the congressman who introduced the bill. Rep. Frey served in the U.S. House of Representatives from 1969 to 1979. For example, the closest VA hospital to Brevard County was in St. Petersburg. To more sufficiently care for the needs of veterans in his district, Rep. Transcript Verterans’ , 1972 Dear : Many thanks for your recent correspondence in regard to your interest in obtaining a veterans’ hospotal in Brevard County. Your interest in this matter is appreciated. I have recently introduced legislation to establish such a hospital in Brevard. As you know, in Brevard there are over 40,000 veterans which doesn’t include veterns in nearby counties, who must travel at least 161 miles to the nearest VA hospital in St. Petersberg. There is an estimated 15,000 veterans in Brevard County now traveling great distances to the four VA hospitals in Florida. Establishment of a VA hospital in Brevard would certainly alleviate this problem. My bill would establish a 500 bed veterans’ hospital which could be staffed by the many qualified professional people available in Brevard. There are also at least five construction sites available for this facility at no cost to the Government. Title Okay for McCoy Expected: Port of Entry Status Close Description A newspaper article about the development of McCoy Air Force Base. After the McCoy AFB was fully transitioned from military to civilian use, it still lacked the status of an international port of entry. As a result, international tourists had to use other airports in Florida, such as Tampa and Miami. Due to the growth of attractions like Disney World, Central Florida was quickly developing a larger tourism industry. It was important that the airport was able to cater to international traffic so that the industry could continue to grow more effectively. Congressman Lou Frey, Jr. (1934-2019) petitioned the U.S. Secretary of the Treasury to give special consideration to the City of Orlando's bid to change the Jetport's status and this measure was successful. Transcript Okay for McCoy Expected Port Of Entry Status Close Orlando Jetport at McCoy could become an international port of entry within three months if the U. S. Treasury Department gives the city’s application for a U. S. customs office quick approval as expected, Orlando City Atty. Egerton K. van den Berg said Tuesday. U. S. Rep. Louis Frey Jr., R-Winter Park, said Tuesday in Winter Park he expects Treasury Secretary William Simon to grant approval by Sept. 1. Van den Berg said once the Treasury Department gives the nod, a temporary facility could be opened within a month to begin processing foreign visitors. A permanent International Arrivals Building is expected to take about six months to build, the city attorney said. Orlando’s quest for a customs office has the blessings of district and regional customs officials in Tampa and Miami respectively. It has been sent to Washington for final approval. Jack Gillooly, project manager for jetport development, said Tampa customs officials are so convinced the city’s application will be approved, they sent an assistant district director to meet with him Tuesday to discuss which portion of the airfield would be designed the “port of entry” section. Orlando has been trying for 10 years to be declared a port of entry. With the opening of Walt Disney World and other attractions, the need became acute because of the volume of foreign tourists. Foreign visitors must now fly to international airports such as Miami, Tampa or New York to clear customs. They then transfer to a domestic flight to Orlando. With an international airport, foreign flights would come directly to Orlando. Van den Berg said that probably only foreign charter flights would land here initially because “that’s where the demand is.” Regularly scheduled foreign flights --which must be approved by the Civil Aeronautics Board --are “way in the distance,” after a demand for them builds, van den Berg said. The aeronautics board does not approve charter flights. The city and Page Airways of Florida Inc., which has the jetport fuel sales and aircraft service lease, have entered into a partnership to build the International Arrivals Building. The city would put up $350,000 with Page supplying $450,000, said John Meacham, Orlando aviation director. MEACHAM said no decision has been made whether the word international would be added to the jetport’s name once the port of entry status is achieved. Van den Berg said the city will apply for its share of the arrivals building under the amended Airport and Airways Development Act signed Tuesday by President Ford.
