It illustrates the history of Goldsboro from its founding in 1891 as one of Florida's earliest incorporated African American municipalities, through its railroad heritage, churches, schools, businesses, and the resilience of the community after its annexation by Sanford. It is located on the side of the former Star Theater building at 1017 Historic Goldsboro Boulevard in the Historic Goldsboro neighborhood of Sanford, Florida.
